I think that in the end, if all else is conquered, Bombadil will fall, Last as he was First; and then Night will come.

So....is Bombadil older than the elves, that quote makes it seem like maybe he was put there in the beginning before even the firstborn awoke to watch over at least some of the lands of Middle-Earth, even though he doesn't seem to care about anything.

Yes, Bombadil was "there" even before the Elves awoke. In his conversation with the hobbits, he tells them that he saw the Elves going West, and also that he was there before the Dark Lord came from Outside. I believe that Tom was a spirit (whether akin to the Ainur or not is not important here) that came into being the moment Arda came into existance.

My personal belief he is Arda personafied and since Arda itself and only its people are affected by most affairs thats why he doesn't care about the affairs such as The One Ring.

I agree with Mablung that he is unique and is a part of arda himself. That explains why he doesnt care.
