Saruman was head of the White Council. In the Silmarillion, in "Of the Rings of Power and the Third Age", it's said that Galadriel wanted Gandalf to be head of the Council. Gandalf didn't want it anyway, but who wanted Saruman to be top gun (besides Saruman, that is)? Did he get it by default...
