As far as I can see, there is not a full account of the textual history of "Of the Rings of Power".
There are references here and there. In "The Treason of Isengard" early drafts of Elrond's speech in the Council of Elrond approach the text of much of this work. But in "The Peoples of Middle Earth" Christopher Tolkien points to some editorial changes made from the author's work. There is a further reference in "Morgoth's Ring" in a letter to Mrs. Katherine Farrer, which suggest that JRRT mislaid the text.
But I can't find an actual presentation of a completed, or near completed text, with which to compare the version in the published Silmarillion. Nor can I find anything that fully explains the textual history, beyond these fragments.
Does anyone know any more?
