It takes place some time during the Second Age. It is not concerned with the book's timeline or any set timeline, probably not even its own. I'm sure it will be all over the place.

Judging by the presence of Míriel and Pharazôn, it takes place near the end of the Second Age, though it does not follow the events of Tolkien's notes.
I believe it takes place within the Second Age, yet it is not included in the canon legendarium of Tolkien, and only borrows inspiration loosely from the books.
Interpreting the question just a bit differently (but literally)...
According to Appendix B, The Tale of Years:
__________________ Second Age, circa 1500: The Elven-smiths instructed by Sauron reach the height of their skill. They begin the forging of the Rings of Power. Second Age, Year 3441: The Second Age ends. Third Age, Year 3021, September 29th: Frodo and Bilbo depart over Sea with the Three Keepers. The end of the Third Age.

So, by my reckoning, Tolkien's history of The Rings of Power takes place between these dates, spanning roughly 5,000 Years of The Sun.
Spoiler alert for this who haven't watched the show....

So far in season 1, we have seen the forging of the Elven rings (~SA 1590) and the death of Tar-Palantir (SA 3255)...both of which were made to seem to occur relatively concurrently.
