Why did 👁️Sauron choose Melkor over the Noldor?

Pretty sure that while the Noldor were living in Valinor, Sauron was hiding away in Middle-Earth keeping Melkor's seat warm (lol) while he was imprisoned. I don't think Sauron ever met the Noldor in person until they came to Beleriand, so he would not have had an opportunity to join them. Sauron had probably already gone over to Melkor's side before the Elves in general were even awakened.
