Is Tolkien's omission of Cirdan in wars deliberate?

My guess is that he was fully committed to defending the havens and continuing to build boats; if I recall correctly, Cirdan had a keen awareness of Mandos' doom and would know that whatever happened, elvenkind would always need a way to depart for the blessed lands.

yes, he usually does not leave the ports when there is no war. But it is very likely that he participated in the wars against Morgoth like Dagor Aglareb Nirnaeth Arnoediad with the soldiers he sent.

After some searching, the only reference I could find "implying" that Cirdan himself took part in a battle is the last few pages of the chapter, "Of The Ruin of Beleriand".

"When seven years had passed since the Fourth Battle, Morgoth renewed his assault, and he sent a great force against Hithlum."..."There Fingon was outnumbered; but the ships of Cirdan sailed in great strength up the Firth of Drengist, and in the hour of need the Elves of the Falas came upon the host of Morgoth from the west. Then the orcs broke and fled, and the Eldar had the victory..."

However, maybe this isn't what you're looking for since it looks to be between the Fourth and Fifth Battle timeframes.
