Hello!
I've got a question regarding Frodo's childhood. If Bilbo carried the ring around constantly in his pocket, that must've meant it's presence was felt by the other hobbits around him- especially Frodo, who must've spent a lot of time with him. Does that mean Frodo heard the ring as a child? Also, did other hobbits in the Shire hear it? They couldn't have known what was speaking, but the ring's power has a tangible effect over everybody. Was the long, unknown exposure to the power of the ring the reason of Frodo's (slight) resistance to the ring?
 
From Appendix B "The Tale of Years" for the Third Age:
2941 Bilbo finds the One Ring, and turns 51 a bit later
2968 Frodo is born, Bilbo turns 78 on the same day and has had the OR for 27 years

2980-81 when Frodo was 12 both of his parents died in a boating accident on the Brandywine River (the family was living in Brandy Hall in Buckland at the time; Frodo being 12 is agreed upon by Robert Foster and J.E.A. Tyler). Bilbo was 90 when Frodo was 12, and had had the OR for 39 years by then
2989-90 Bilbo at age 99 adopts Frodo, now 21, and invites him to live at Bag End. This is from chapter I "A Long-expected Party". Bilbo has now had the OR for 48 years.
3001 Bilbo's farewell party on his 111th birthday and Frodo's 33rd, at which Bilbo hands over the OR, which he has now had for 60 years, to Frodo.

So Frodo was "exposed" to "effects" of the OR carried by Bilbo for 12 years, between the ages of 21 and 33, which is not childhood for Hobbits.

I've also been confused about how Bilbo just disappears using the ring, but Frodo sees the Eye of Sauron? It just doesn't add up, especially because Sauron was in the same state of being for the whole Third Age.
 
I'm not clear on your question; any mortal becomes invisible when wearing the Ring, and Frodo saw an eye, while looking in Galadriel's Mirror (whether what he saw was Sauron's "actual" eye is another question). In any case, he wasn't wearing the Ring at the time. Maybe you can clarify what you mean by it "not adding up".

I'm unclear here too; many characters spent time around bearers of the Ring, and were unaffected. Also, what is meant by "hearing"? I don't recall any character hearing anything; is this something from the movies?

I'm sorry, I'm going to sound really lame here, I haven't had a chance to read the books, I've only seen the movies.
