Andreth's Prophecy is found in a footnote to The Problem of Ros, dated by Christopher Tolkien to "1968 or later". JRRT passed in 1973.

This text is published in the section of The Peoples of Middle-Earth called "Last Writings", because the texts in this section are relatively late, even if certain exact dates are not known.

As an aside: JRRT's solution to the problem of ros largely failed -- Tolkien himself even wrote "Most of this fails" on the text in question, and it failed due to a detail he had already published about ros -- but this need not mean that the Andreth Prophecy failed along with it, as the prophecy is not directly related to the problem. . . of ros!

Once again showing him fiddling around with minutiae, instead of finishing "The Fall of Gondolin". 🙄

I wouldn't dream of it! In fact, that sounds like an excellent idea, which I'll now proceed to fulfill myself.

one of Tolkien's last writings
I suppose one might need to define what is meant by "one of" before one can get to a viable answer here.
One of a hundred? One of a thousand? One of his published works? (never was published). One of his letters? (doesn't appear to be in his letters.)
Did he write any letters in his last several years since the date mentioned by @Elthir above, and do we include the letters if so? One of any writings he may have scribbled and tossed in the garbage we don't even know of?

It all seems quite ambiguous to me.

(and now, I need a nap.)
