bilbo baggins

Okay I'm new to this site but don't see it covered anywhere, so here's my question: How come when Frodo puts on the ring in the movie, he's transported to this alternate, windy/smeary world, where he can see the Nazgul, etc...but when Bilbo puts on the ring, nothing happens except he disappears?
