A hugely important chapter in my opinion.
We get an excellent potted summary of important events in the Silmarillion and a most beautiful song poem about Tinuviel (nightingale) that is Luthien, and Beren. We find out what happened to Fatty Bolger and three of the Black Riders at Crickhollow in Buckland. This gives us more insight as to how well oranised hobbits are with an effective means of raising a general alarm forcing the Black Riders to flee (though they had realised the Ring had flown so to speak).
Earendil, Elbereth Gilthoniel: Tolkien shows how he can create beautiful words and names. Did Frodo realise the power in the words he used or was it instinctive?
Like a character in a tragedy, Frodo is overcome by the power of the RIng and puts it on despite Gandalf's warning and so receives the serious dagger wound from the Witch King of Angmar which has such serious long term consequences. Beware the Ides of March, do not eat the fruit of this tree and many more examples.
Later in the story Gandalf tells Frodo this was his time of gravest peril as he was then half in the wraith world, though clearly the Black Riders could see the hobbits in one sense. Now they know who the Ring bearer is.
