Could Treebeard control Old Man Willow?

This is something I've often wondered about. I know that Tom Bombadil can make Old Man Willow yield, but I wonder if the Willow would yield to a fellow Tree Shepherd or not.

It would depend on if Old Man Willow was truly evil or if he just hated those he viewed as "tree haters" and simply was on nobody's side because nobody was really on his side.
