And I did not say that if Cirdan is not mentioned it means he is not there.

Now that I think about it, actually me and all Tolkien fans are suffering from a bad situation. That is, Tolkien always says who is the commanders in the wars, not who participates in the wars.

That is fair, but naming every single soldier would be both incredibly redundant and impossible.
