How did Sauron get his strength (Parlty) back without the ring? Also, Did Smegol ever wear the ring?

How did Sauron get his strength (Parlty) back without the ring?

He got his strength over (long) passage of time... 3000 years.. or something... until he managed to reform to physical form.
Not all of his strength was bound to the ring. Only best part of his strength. He has some power left in himself.

Also, Did Smegol ever wear the ring?

Of course.
At the beginning he was wearing it to steal stuff in his village, and to spy. Later he used it in cave to hunt goblins for food.
But he didn't used it to often. And he was pretty conformed in his cave, and didn't had a plan to ever leave that way of life.
This is why ring abandoned him.

How did Sauron get his strength (Parlty) back without the ring?

Also the mere continued existence of the ring allowed him to retain his power. He could only be 'destroyed' by destruction of the ring itself.
He has to have been aware the ring still existed since he was able to slowly reform.

What he didn't know for some time was it had recently actually been FOUND again, though his taking form again in south Mirkwood was connected with events surrounding that.

Once he discovered it had been found, he 'intensified' (or increased) 'his search' for it (or words similar to that) if Ent calls correctly having read some place fairly recently. (Will need to find the exact wording again and will correct if this is in error. Don't want to leave false information behind.)
