Thranduil's wisdom: Did he foresee 👁️Sauron's return to power?

So, Legolas' Father knew, deep down in the chambers of his Heart that the Evil was not destroyed and that it would arise again.

So, my question is: Is Thranduil the wisest of those in Middle-earth for knowing in his heart that Sauron would return again? He certainly seems to be the person at the time of the Second Age to realize the battle is not over.

Is this wisdom or fear? Whilst everyone is enjoying their hard-won peace, it seems Thranduil had a nagging fear in his heart about the Dark Land and Its Lord.

Both Elrond and Círdan knew that the Ring had not been destroyed and that Isildur had taken it for himself, since they were there when it happened and they had tried in vain to convince Isildur to destroy it when he could. So at least both of them knew as well that Sauron's spirit would endure. In this case it can be assumed that Galadriel knew as well.

The Istari appeared a thousand years after the battle of Dagorlad but it seems logical that this knowledge had been shared with them.

So it looks like Thranduil was not alone to suspect and to fear a possible reappearance of Sauron at an early stage.

Both ig? considering his realn was the only elven realm which wasn't protected by a ring his fears were valid and there's wisdom behind it

It's wise to know that there's always someone out there who's cleverer than you, so the being on guard, fearing Saurons' return etc.. is wisdom.

Yet a fool? In the light of the above, what were his relationships with Galadrial and Celeborn, Elrond and Cirdan, Saruman, Gandalf and Radagast, even Rohan and Gondor like?

Did he exchange news and support, cultivate friendship and alliances for this potential unpleasantness - it seems not, so perhaps a fool for thinking that he could survive alone while being in the shadow of Dol Guldur....?

We don't exactly know his relationship with them...just how his father viewed galadriel and celeborn's interference and he didn't like it...and by a fact we know thranduil wasn't as rash as his father and despite living under the shadows of dul guldur with no ring his people were prosper and happy

We also know after Sauron’s defeat he met up with Celeborn to rechristen Mirkwood. That implies a previous relationship, if only professional.
