I think it's certain that had the elves kept the Three Rings on when Sauron made the One Ring, they'd have fallen under his control. But I'm a bit curious, if, say, an early Third Age Saruman, Gandalf, and maybe Radaghast or one of the Blue Wizards wore them, could the three of them be strong enough to exercise reverse control over him, using their combined might to dominate Sauron's mind via the connection of the Rings to the Master Ring?
From what I gather, the dwarves proved too hard to control, but didn't have the strength, obviously, to try and dominate Sauron back. The men fell and became the Nazgul. And the Elves took off the Three Rings rather than risk Sauron spotting them and using his One Ring to control them.
So, in that regard, nobody TRIED to control Sauron. I'm a bit surprised actually that Saruman for one, who, even then, may have had sinister motives, wouldn't have at least suggested the idea of three powerful Ishtari use the Three Rings to control Sauron, planning afterward to steal the two rings from the other wizards, take the One Ring from Sauron, after controlling him, and rule with an iron fist like Sauron had, or, worse yet, secretly take the One Ring and ensnare the other two wizards and be even harder to stop than Sauron had been.
