He depicted Merry and Pippin as stoners when they were smoking pipeweed at Isengard.
Despite the "weed" in pipeweed there is no evidence in the text that pipeweed was anything other than plain tobacco.

I'm not faulting you for posting it; it IS a Tolkien related moment.
My comment reflects the situation where Tolkien is so ....."misunderstood".
