I think you all have known the latter politic development of the Numenor empire, it determines the latter lore of the whole JRRT's 3rd age storyline. Yet 1 thing JRRT left a huge space for us to imagine-civil war. JRRT has mentioned that when Elendil arrived at ME after the Downfall, a fully intact and powerful Bureau of the Faithfuls were already in wait for him with Gil-Galad. And this local government was so powerful that it's described as "powerful enough that even Sauron can't overcome them".
So does this means the King's men had declared civil wars under Sauron's instruction against ME's Faithfuls and get defeated? In addition, Since the reign of Ciryatur, Numenor has started it's imperialism by invading ME, of course obviously disagreed by the Faithfuls. Thus...according to the logic-the enemy's enemies are friends, could the Faithfuls get allied with those ME's natives and start threatening the Kings's men rule over ME?

I do not think there was open civil war. Ar-Pharazôn did not dare to move against his cousin who was a great captain like himself, but also held in high esteem. In general the people on the island became very violent due to Sauron’s influence, a more extreme version of the results Morgoth’s whispers among the Elves on Aman.

There were many havens held by the Men of the West, but Ar-Pharazôn is still king.
