I don't think that Numenor could have defeated the Valar.
The Valar are infused with the very power of Illuvatar. They channel his light, and his goodness to the World of Arda. To me, this makes it impossible for the Valar to have been defeated by these. I am quite certain that Illuvatar only intervened to show the armies of Numenor just how greatly Evil their deeds were, that not even the great Eru himself could watch silently, but had to intervene. Because of this, all of Numenor forever remembered how fell a deed it was to rise up against the Valar, and therefore, whether out of terror or wisdom, they did not repeat their ill actions.
