“permitted” to wear the ring?

Unless I'm missing it in the text somewhere, I think Frodo did not feel compelled to put on the Ring during the Flight to the Ford. Instead, he raises his sword in defiance a couple of times.
Oh, right. Frodo was so far gone from the shard of the Morgul blade in his shoulder that he saw Glorfindel as a bright light even without the ring. He was very close to the brink of becoming a wraith, his vision was blurring in that direction.
 
Frodo observes she's wearing a ring:

'Yes' she said, divining his thought, 'it is not permitted to speak of it, and Elrond could not do so. But it cannot be hidden from the Ring-bearer, and one who has seen the Eye...'

Another issue regarding Frodo and permission:

In the quote above, Frodo is explicitly told that it is not permitted to speak of the locations of the Elven Rings. However, only a few pages later, he violates the rule quite casually and even puts it into verse...

'Rich are the hours
though short they seem,
in Caras Galadhon,
where Galadriel wields the Elven-ring.'

'That should not have been said outside Lorien, not even to me,' said Aragorn. 'Speak no more of it! ...'


It's actually kind of humorous: In Rivendell Aragorn gives Bilbo a light-hearted rebuke for having the "cheek" to compose poetry about Elrond's father right there in Elrond's house. Then here, he rebukes Frodo over his incorporating state secrets into his one-liner poem.
