In “The Fellowship of the Ring”, why doesn't Sauron try harder to get the ring from Frodo?

A question asked by a movie-only person (judging from the comments), but does even the movie leave this question unanswered? I'm asking. I'm trying to think objectively and actually remember the information given in the movie.

Off the top of my head:
There was that time where Frodo was facing up against the flying Nazgûl in Osgiliath, seemingly drawn there by the Ring. Then Sam tackles him down the stairs and we don't see any more from that Nazgûl. It kinda does seem like they're not trying hard.
Also, they just stab the retreating Frodo in the shoulder on Weathertop, they don't try and grab him and carry him off or anything.

These are departures from the book's version of events anyway.

Yeah, the Osgiliath scene is beyond stupid. And, yes, the Weathertop scene is pretty poor as well. There is no discernible reason for the Witch-king to stab Frodo in the shoulder rather than the torso, and no reason he shouldn't just grab him and run. I even discussed that in the "Frodo: Book vs. Film" thread (duh me).
