Yes, Evenstar. The doors were made in
Durin's Day, when there was friendship between
Elves and
Dwarves. There was a particularly strong friendship between The Elves of Hollin (whose Lord was
Celebrimbor) and the Dwarves of
Moria (whose Lord was Durin).
The Elves of Hollin were great smiths and wrought the Three Elven Rings. Celebrimbor wrought the rings and also the letters on the doors of the West-gate of Moria. Narvi made the doors, he was a
Dwarf. Both Celebrimbor and Narvi's kin perished from the Earth.
There was great trade and friendship between these particular Elves and Dwarves, and often Elves would trade in Moria for
mithril etc, so the door was always open. But it was shut in the
Second Age when Celebrimbor was aware of
Sauron and
the One Ring. There was war in Hollin and the door was shut.
That's about it!
So yes, there was an agreement between the Elves and Dwarves.
