Let's define 'cutest.'
First: movie hobbits or Tolkien's hobbits?
Then:
1. Cutest physically?
2. Cutest emotionally?
3. Cutest based on personality?
4. Cutest based on characterization?
5. Cutest based on behavior?
6. Overall cutest based on personal 'balance of scales' considering all the above, and more?

This will take some pondering.

All of them at once I suppose

I added "Other", a usual option in these polls. People can make their case in the thread.

The many faces of cute…

cute
adjective

1a:
clever or shrewd often in an underhanded manner Gollum
" … he's a true patriot and statesman … and a most particular cute lawyer."—Thomas Chandler Haliburton

b: impertinent, smart-alecky Pippin
Don't get cute with me.

2: attractive or pretty especially in a childish, youthful, or delicate way
“…as pretty a maidchild as anyone could hope for…” Little Elanor Gamgee
a cute puppy
a cute smile

3: obviously straining for effect “But don’t forget I’ve arrested you.” said the Shirriff-leader. Ooh! Two feathers in your cap. We’re sooo impressed. Cute. Real cute!
The movie's too cute to be taken seriously.

I completely forgot about Gollum. He is, arguably, the cutest hobbit, if he can be considered a hobbit. It depends, I guess.
Oh, he's not just a hobbit, he's the hobbit!

The Ur-hobbit, the Lord Father of hobbits, the lean green (sometimes unavoidably mean) rhyming machine who represents what hobbitry could have made of themselves.

But haven't the hobbits declined drastically since his heyday. I mean there was a definite spark of life in Bilbo, and a little bit left in Frodo, but the others? Gamgee is a homicidal halfwit and the other two empty heads just get smashed around like pinballs by the story, having things happen to them all the time by accident almost.

Except for Merry treacherously attacking the poor old Witch King - from behind might I add, and wouldn't there have been an almighty uproar if a poor old Orc had to do something like this?

Yep, it's safe to say that the hobbits have seen much better days.
