Was the eye of sauron only visible to someone wearing a ring of power.

Well, it doesn't really see, because it's not actually an eye that is formed from mental energy.
I wouldn't go so far as this; my strong impression is that he didn't see them because he was using the palantir to look elsewhere. A main emphasis in the quest (in fact, a main theme in the story) was on stealth and misdirection.
Please don't worry about that -- we welcome necroposting here! 🙂 In fact, please don't hesitate to resurrect any threads that interest you.(sorry to reply on an old-ish thread, it is just something that I have been thinking about so much)
It appears that only the Nine Rings for Men worked as Sauron intended. IIRC he had actually taken all of them back from the Nazgûl and was still able to control them. This is puzzling in one aspect, as of the two Eruhini, Men are supposed to be puzzling, even inscrutable, to all of the Ainur even more so than the Elves were. So how could their Great Rings work best with them?If Sauron could possess all 20 rings, then the power of the one ring would give Sauron the ability to see all.
"Sauron with many arguments gainsaid all that the Valar had taught... [here is Sauron lying] beyond all lay the Ancient Darkness. 'And out of it the world was made. For Darkness alone is worshipful, and the Lord thereof may yet make other worlds to be gifts to those that serve him, so that the increase of their power shall find no end'"
"Mighty are the Ainur, and mightiest among them is Melkor; but that he may know, and all the Ainur, that I am Iluvatar, those thing that ye have sung, I will show them forth, that ye may see what ye have done. And thou, Melkor, shalt see that no theme may be played that hath not its uttermost source in me, nor can any alter the music in my despite. For he that attempteth this shall prove mind instrument int eh devising of things more wonderful, which he himself hath not imagined."
"Now the Elves made many rings; but secretly Sauron made One Ring to rule all the others, and their power was bound up with it, to be subject wholly to it and to last only so long as it too should last. And much of the strength and will of Sauron passed into that One Ring; for the power of the Elven-rings was very great, and that which should govern them must be a thing of surpassing potency; and Sauron forge it in the Mountain of Fire in the Land of Shadow. And while he wore the One Ring he could perceive all the things that were done by means of the lesser rings, and he could see and govern the very thoughts of those that wore them."
"But Sauron was not of mortal flesh, and though he was robbed now of that shape in which he had wrought so great an evil, so that he could never again appear fair to the eyes of Men, yet his spirit arose out of the deep and passed as a shadow and a black wind over the sea, and came back to Middle-earth and to Mordor that was his home. There he took up again his great Ring in Barad-dur, and dwelt there, dark and silent, until he wrong himself a new guise, an image of malice and hatred made visible; and the Eye of Sauron the Terrible few could endure."
"There now [Sauron] brooded in the dark, until he had wrought for himself a new shape; and it was terrible, for his fair semblance had departed for ever when he was cast into the abyss at the drowning of Numenor. He took up again the great Ring and clothed himself in power; and the malice of the Eye of Sauron few even of the great among Elves and Men could endure."
