Help with tengwar language

I don't have the willpower to go through all of it now (especially as a not very legible font was used), but it is in English, the first sentence being "To all the "Lord of the Rings" fans."
 
Let me first say that the person who wrote this used their tengwar very much unlike Tolkien intended them, both in shape and in sound value. Nevertheless I’m rather confident that this is more or less what it says:

to all the lord of the rings fans. welcome and congratulation on managing to decipher my version of tengwar script, i have done working on it off ? on for year now getting it to flow fluidly with English. I ?take much liberty with a few of the more troublesome incongruence that would not have worked otherwise. I think its as good as it gets for its purpose. A means of writing private notes openly that's too difficult for most to solve. so lets try it out & see eh?. a pretty blonde walking past a catholic highschool on her way to her public ?highschool when a young man approached her and asked if she would like to go to the fair with him and she said yes. when the time came the beauty, dressed to kill, stood behind the young nan (man?) excitedly waiting for him to notice her. when he turned instead of the happiness she had thought her presence would have brought, she saw anger. he glared at her for but a moment before walking defiantly past her and out of her life never to be heard from again. at least as for as he knew. it wasn't until some time later that he uncovered the horrible truth of what went wrong, by that time the best he could do was to look for her discretely. he had no expectation of her wanting anything to do with him but desperately wanted to explain the reason for his atrocious behaviour. for almost forty years he has wondered what might have been had he caught the tragic mistake in time. but so much more important was the hurt he caused her, however undesered (undesired?) it might have been. and the apology she should have received all those years ago. i am deeply sorry ??? from renfrew? north end. so there you have it. one not so easily solved private message. all thats left is to turn it into a font. ??? before i was able to upload this message i had to revise my script when i was faced with recording a password with no unique symbol for ‘c’ & ‘k’ where ‘k’ has sufficed until now.
