Were the army populations in the first and third ages comparable?

this time I am making a different discussion. As you all know, Tolkien never gave the number of armies in the wars in these two eras. So we do not have clear data about the army population in the wars in these two eras. We can only guess. Do you think the army population in the first era was same with the third era?
