Dol Amroth military personnel combat quality proved strong, how?

All JRRT military combat units had their own splendid records apart from Dol Amroth legions, all their combat power describtion record was only Minas-Tirith, yet they're described as eleite combet untis just as they shown for the first time, correct me if I was wrong, did this seem to be a bit...strange?

No. If memory serves they kept the next "purest" blood line after the Stewards and (now extinct) Kings. What's more, the Prince had Elven blood.
 
Something of note may also be that they lived in an area which would have been the most supportive climate for extensive agriculture. It could be that one reason is that they were likely all well-fed by a rich and complex diet (many fruits, grains, and nuts; meat; fresh fish and seafood; etc.). Just a thought.

It might help to keep in mind the term 'elite combat units" does not necessarily reference their exploits and accomplishments.

"Elite combat units" are often just 'specially trained units to handle special functions and/or situations." So not necessarily 'elite' as in 'supurb', but 'elite' in 'purpose.'

This may apply to that particular unit.

As an example, the President of the United States has his 'elite detail' assigned to protect him. Whether they ever did anything extraordinary is completely unknown. But they have been highly trained to serve in the TYPE of function they serve in as a squad of personal bodyguards.
